In October 1991, ENCPC received a grant for $48,500 from the Department of Health and Human Services to develop a regional economic plan for minority small businesses in the region.

In June 1992 ENCPC was awarded a grant for the Department of Health and Human Services for $250,000 to conduct a Computer Repair Training Course for individuals qualifying for Public Assistance.

In November 1992 ENCPC implemented the proposal to train 80 people qualifying for public assistance as computer and office equipment repair personnel.

In March 1993, ENCPC was awarded a grant from the Neuse River Council of Governments for $100,000 for additional support for the Computer Repair Training Course.

In June 1993, ENCPC and the City of Kinston were awarded $200,000 from the Department of Housing and Urban Development for the construction of housing units.

In July 1993, ENCPC was awarded $70,000 from the Neuse River Council of Governments for counseling and job placement for the participants in the Computer Repair Training Course.
